1. Is it possible to prevent the execution of a function when inputting parameters in the function wizard?

2. is it possible to break the execution of the pyxll functions when the program hangs or a function is not returning a value?

yes, as of version 1.2 (which has just been released) it is possible to prevent functions from running in the function wizard. Use the optional keyword argument disable_function_wizard_calc=True when registering a function with xl_func.

You can also use pyxll.get_dialog_type from your function to determine where your function is being called from.

It is not possible to force python functions to return early if they are hanging. You could use a debugger like winpdb to break into running functions though as PyXLL just uses the standard cpython interpreter.
